# Springdale Semiannual LPR Reports 2025-2026 Three memoranda from **Sergeant [[Kyle Naish]]** to Command Staff, dated 7/1/2025, 1/5/2026, and 7/2/2026, compiling the statistics § 12-12-1805 requires be made available to the public for eighteen months. The Department operates **two ALPR systems**: Axon Enterprise ALPR "through our fleet mobile video recording (MVR) program," and Flock Group stationary LPR. Custom-hotlist misidentifications are reported as zero for both vendors in every period. See [[T025 - Springdale Flock Zero-Misidentification Reporting]]. - **The counting method changed.** The January–June 2025 report gives both raw and unique figures ("83 (19 unique license plates)"); the two later reports drop the parenthetical for confirmed matches and misidentifications while retaining "unique" for arrests. Period-to-period comparison is therefore not like-for-like on the face of the documents. ## Hotlist proliferation The named custom hotlists grow markedly across the reports. **Jul–Dec 2025, Flock (about thirteen):** 2025-43179, AA-Bradshaw, SPD Message Board BOLOs, WC & BC Felony and Nonsupport Warrants, General CID BOLOs, Traveling Fraud Groups, CID BOLO, Active Felony PC, 4th JDDTF, DTF Info, C.I.U. Hotlist, A Nights, Watchlist. **Jan–Jun 2026, Flock (about thirty-two):** 339, 366, 367, 2023-21390, 26-19277, 26-19805, 345 Hotlist, 385 List, 4th JDDTF, a nights, A Nights, Active CID Investigations, Active Felony PC, A-Nights, B Days, B Nights, Blue Alert/Officer Safety, C.I.U. Hotlist, **church/sys**, DTF Honda, DTF Info, Felony Warrants, **My hot list**, RTCC Activity, RTIC Activity, SPD, SPD Message Boards BOLO, Springdale Suspects, SSTF, Traveling Fraud Groups, Watchlist, WC & BC and Nonsupport Warrants. The later list contains bare numbers, three separate capitalizations of the same shift name ("a nights," "A Nights," "A-Nights"), an entry reading **"My hot list,"** and an entry reading **"church/sys."** The produced records do not define any of them, state who may create one, or describe any approval or review step. [[Policy 10.14 — Springdale License Plate Reader Systems]] permits users to "enter license plate numbers into hot lists," which is consistent with what the list shows. The presence of **"RTCC Activity"** and **"RTIC Activity"** as hotlist names is independent evidence that Springdale operates a real-time crime centre generating its own watch entries. No RTCC record was produced. ## Transparency posture The Jan–Jun 2025 and Jul–Dec 2025 reports point the public to `springdalepolicear.evidence.com/alpr/public/policy` for Axon usage. On Flock, the Jul–Dec 2025 report says the Department "is working with Flock Safety to produce a website… Once the website is published, the website will be shared for public viewing." The Jan–Jun 2026 report supplies the live URL `transparency.flocksafety.com/springdale-ar-pd`, and the production email points to the same page.
