Both identify the customer as `AR - West Memphis PD`, a twelve-month initial term, twelve-month renewal terms, annual billing at first camera validation, and a 30-day retention period (`Contract Flock Final.pdf`, pp. 1-2; `Contract New Cameras.pdf`, pp. 1-2).
## Order scope and price
The order's exact terms include:
- `"Retention Period: 30 Days"`.
- `"Flock Safety LPR, fka Falcon"` with quantity `6`.
- `"Professional Services - Standard Implementation Fee"` at $325 for each of six units.
- `"Subtotal Year 1: $19,950.00"`.
- `"Annual Recurring Subtotal: $18,000.00"`.
Those fields appear together on `Contract Flock Final.pdf`, p. 2. The billing table repeats `"At First Camera Validation"` for the $19,950 first-year amount and $18,000 annually afterward (p. 4).
## Signature state
Chief [[Harvey Taylor III]] signed the customer side of `Contract Flock Final.pdf` on 2026-03-16. Captain [[Richard Shane Griffin]] signed the customer side of `Contract New Cameras.pdf` on 2026-03-14. In both visual signature blocks, the Flock side is blank (each file, p. 6).
The form says the additional-services agreement becomes effective `"when this Order Form is executed by both Parties"` (each file, p. 2). These copies therefore establish customer assent and the quoted scope, but they do not by themselves establish bilateral execution.
## Invoice and lifecycle boundary
Invoice `INV-96448`, dated 2026-06-13, states `"Contracted Billing Structure: 100% at First Camera Validation"` and describes the charge as `"AR - West Memphis PD - Phase 2: Initial Year of 12 Month Term, 2026 - 2027"` (`Flock Safety_INV-96448_2026-06-13 installed cameras.pdf`, p. 1). It lists six recurring LPR units totaling $18,000, six implementation fees, tax, and `"Balance Due: $20,154.76"` (p. 1).
The invoice establishes that Flock billed under the first-camera-validation trigger. It does not identify which camera was first validated, certify that all six were installed, supply as-built coordinates, or replace the separate ARDOT inspection and acceptance process.
## Funding boundary
The production also contains a $20,000 Project Safe Neighborhoods award. Its face does not identify Flock, quote `Q-192552`, invoice `INV-96448`, cameras, or ALPR equipment, so [[West Memphis PSN Grant Award]] remains a separate funding record rather than a proved source for this purchase.
