# West Memphis Policy Manual Production
The production contains fourteen PDF chapters spanning introduction, organization, arrests and investigations, search and seizure, evidence, internal affairs, narcotics, juveniles, traffic, deaths and injuries, records, communications, equipment, human resources, and miscellaneous subjects (`Chapter 0 Introduction.pdf` through `Chapter 14 Miscellaneous.pdf`, excluding unused chapter number 15).
Chief [[Harvey Taylor III]]'s 2026-06-04 update says `"A printed Policy and Procedure Manual will be kept at all times in the patrol/squad room"` and that a digital copy would be shared with current employees and new hires (`Policy and Procedure Signature sheet.pdf`, p. 1).
## Bounded text search
A deterministic case-insensitive search of the fourteen frozen chapter extractions found no occurrence of:
- `Flock`
- `ALPR`
- `automatic license plate`
- `license plate reader`
That result describes only the produced chapter files. It does not establish that WMPD has no separate general order, directive, training material, platform rule, or later policy governing ALPR use.
## Open questions / follow-ups
- Whether a separate ALPR/LPR policy, general order, training bulletin, or platform-use directive exists.
- Which produced chapter, if any, WMPD treats as governing camera searches, sharing, hot lists, alert verification, retention, dissemination, and statutory reporting.
- Category-specific custodian disposition for the requested policy and reporting records.
