# Cabot Flock Deployment and Access Boundaries Cabot's first production supplies an unusually coherent local deployment history: six fixed cameras became eight, a Flex made nine, and nine produced screenshots locate each unit exactly. That clarity stops at the platform-access boundary. A 140-account user export exposes extensive cross-domain account presence, but the organization-sharing, permission-scope, and search-audit records needed to explain that access were not produced. ## Evidence ### A procurement-to-location chain that reconciles The January 2022 agreement bought six fixed Falcon cameras, the January 2023 Cabot-signed expansion added two, and the May 2024 Flex order added one ([[Cabot Flock Agreements and Purchase History]]). The produced location set independently contains eight numbered fixed sites and one Flex site ([[Cabot Flock Camera Locations]]). This is stronger than a public platform count alone because the contractual and location layers converge on nine. Four fixed sites also crosswalk to issued ARDOT permit packets—#07 and #08 under P1753, and #03 and #05 under P1772—while #04 has a preliminary relocation plan with the same exact coordinate as its dashboard screenshot ([[Cabot ARDOT Permits and Deployment Plans]]). Permit, plan, dashboard location, and current operation remain distinct stages. ### Mobile deployment and multi-vendor operation The Flex moved from a Campground placement in September 2024 to Ravell Road by the dated December 2025 screenshot. Cabot simultaneously or successively integrated Mobile Axon LPR: its reports attribute most non-correlating alerts in late 2023 and early 2024 to Mobile Axon, then say the integration had ended by early 2025 ([[Cabot Semiannual LPR Reports]]). The production therefore documents a mixed fixed-Flock/mobile-Axon period, not a Flock-only operational history. ### Access is visible, sharing scope is not The July 2026 export contains 87 active accounts, 40 under non-Cabot domains, with Search and Hotlist Tool enabled for every active row ([[Cabot Flock User Access Export]]). Those fields establish account-level platform capability labels, not access to Cabot cameras, actual use, or organization-level sharing direction. No SharedNetworks, Network Audit/history, camera-level permission, or retained search-audit file accompanies the export. Policy 305.1 makes that missing scope consequential: it permits captured-plate sharing when the data indicates evidence of an offense and bars other sharing ([[Cabot LPR Policy 305.1]], p. 3). [[T016 - Cabot 2024 Semiannual LPR Report Accuracy]] prevents the printed totals from being treated as an independently verified time series. ## Caveats - The nine points are source-produced locations, not a July 2026 operational certification. - The Flex's Ravell Road status is dated December 16, 2025; its response-date placement is unconfirmed. - Email-domain and permission aggregates do not establish individual authority, employment, camera scope, actual searches, or outcomes. - Cabot's characterization of Axon false alerts is not an independently calculated comparative error rate. - The response was described as what the department could locate regarding Flock, not as a complete disposition of the broader camera-map request. ## Open questions - What was each outside-domain account's effective camera/network scope, approval basis, and activity history? - What organization-sharing and National Lookup configurations were active, and how did they change? - Where are the referenced underlying statistical spreadsheets, later six-month reports, and Axon lifecycle records? - What non-Flock fixed, facility, traffic, private-integration, or other recurring camera systems were outside the search Elliott described?
