# T009 — Sherwood ALPR Completion and Installation Chronology Sherwood's permit record contains two unresolved time-sequence conflicts: P1871's City completion form predates a later Flock start-work notice by almost eight months, and an April 2026 work-complete email names SP-06-2025-0017 while the follow-up attaches P1915 CO1. These conflicts prevent a single permit-derived “installation date” from being assigned. ## Statement A The signed SP-06-2025-0017 completion page bears a June 11, 2025 date and directs the City to return it “[u]pon the completion of the permitted work” (`SP-06-2025-0017_City_of_Sherwwod_Flock_Approval_Signed_Updated.pdf`, p. 6; [[Sherwood Highway 107 Permit P1871]]). The April 23, 2026 email subject again identifies SP-06-2025-0017 and says the work “has been completed and is ready for inspection” (`Emails.pdf`, p. 2; [[Sherwood Permit Completion and Inspection Correspondence]]). ## Statement B On February 2, 2026, Flock called its message a “start work notice” under P1871 “to install 2 ALPR devices,” forecast for February 13 (`FW__Pre-Con_Email.pdf`, p. 1). The May 6 follow-up to the April work-complete email attaches P1915 CO1 and asks for the P1915 completion-page signature (`Emails.pdf`, p. 1), while P1915's produced completion date remains blank ([[Sherwood Highway 107 Permit P1915]], `SP-06-2025-0042_City_of_Sherwood.pdf`, p. 6). ## Why it matters Downstream claims about when Sherwood installed, completed, inspected, accepted, or began operating each device depend on the chronology. Treating a permit date, completion form, start-work notice, or email subject as interchangeable would erase different stages and overstate the record. The February 11 incident proves some Flock capability was operational before Sherwood's March 24 “final system” date, but does not identify which permitted site generated the alert. ## Resolution status `open` — resolve with site-specific installation work orders, completion records, final-inspection/final-acceptance notices, Flock device activation history, or ARDOT correspondence explaining the P1871 and P1915 threads. ## Discovery Surfaced during the 2026-07-20 integration of ARDOT L000259 and Sherwood PD-2026-520. ## Notes The tension records an evidentiary chronology problem. It does not infer falsification, backdating, or motive.
