# T031 — ACIN Board Approval Claims vs Future Formal Governance The January manual speaks in the voice of an existing board that reviewed and approved the policy compilation and embeds fixed-member bylaws. The April kickoff packet calls the initial agency group informal, says no formal vote is required during deployment, and places the interlocal agreement and formal board later in 2026.
