# T032 — ACIN Participation Rosters and Agreement Status
ACIN's March vendor scope, produced agreement files, and July status table are different and partly contradictory participant snapshots. The clearest direct conflict is El Dorado Police Department: an MOU bears a May execution, but the July table says "Not Signed." The record does not supply an authoritative dated roster reconciling legal participation, data contribution, access-only status, and technical integration.
## Statement A
- `AGR-201_El_Dorado_PD_MOU_EXECUTED_2026-05-15.pdf` carries an El Dorado agency signature and a May 2026 execution date ([[ACIN Agreements and Participation Terms]], signature page).
- The 38-file agreement folder contains records bearing 27 named agency units, with repeated agreements for several cities (same source).
- The Peregrine scope names 22 data-contributing Phase 1 agencies, Prairie Grove access-only, and 22 Phase 2 agencies ([[Peregrine and Carahsoft Executed Contract]], `CON-002_Peregrine_Carahsoft_Executed_Contract_2026-03-17.pdf`, pp. 2-3).
## Statement B
- The July 15 table labels El Dorado "Not Signed" ([[ACIN Participant and Integration Status]], `STS-301_ACIN_Agency_Status_2026-07-15.pdf`, p. 1).
- It reports 21 Phase 1, 20 Phase 2, one exploratory, two non-data, 29 signed, and 15 not signed (same page).
- Pine Bluff, Forrest City, and Helena appear in the contract but not the July table; Benton County Sheriff's Office and the Arkansas Attorney General's Office appear in the table but not the contract.
- Bryant, Mountain Home, Pulaski County Sheriff's Office, and the Attorney General's Office are labeled signed in the table without a correspondingly named standalone agreement in this production.
## Why it matters
Participation controls who may contribute data, receive access, vote, bear costs, withdraw, and exercise release authority. An overstated roster could falsely imply a live statewide network; an understated one could hide authorized access or governance rights.
## Resolution status
`open` — resolution requires a custodian-certified, dated roster that separately identifies agreement status, governing-body approval, data-contributing status, access-only status, technical stage, effective date, and withdrawal.
