The communications production supplies multiple working/draft files and a later non-draft `401.11` filename, but it does not establish which numbered version controlled operations or when it took effect. ## Statement A Policy 406.7 repeatedly directs DFR operations to “SOG 417.2 Drone First Responder Program” (`raw/rogers-pd/2026-07-24-first-production/406.7 Real Time Information Center.pdf`, PDF pp. 2-4). The non-draft filename identifies number 401.11, shows approval by Chief Jonathan Best on October 28, 2025, and leaves `EFFECTIVE DATE` blank (`extracted/rogers-pd/2026-08-12-second-communications-production/Alan FOI Dunlap 2.pst/BMA Export/Unfiled/12237.eml`, attachment, cover table). ## Why it matters The policy contains operational authorization, staffing, flight, documentation, and training rules. A draft or approved-but-not-effective version cannot be assumed to govern a particular flight, dispatch, or audit. The number change from SOG 417.2 to 401.11 also prevents treating the later filename as a self-evident successor without an adoption or supersession record. ## Resolution status `open`. The production materially fills the missing-policy-text gap but does not identify the operative version, effective date, or supersession chain. ## Discovery Surfaced August 12, 2026 during attachment-hash and policy-version review of the mailed PST production.
